A Phased, Disciplined Path from Pilot to Statewide Impact

Project Sampada follows a deliberate and conservative roadmap, beginning with a tightly controlled pilot phase and gradually scaling only after operational, financial, and social viability is demonstrated.

This roadmap reflects the belief that lasting institutions are built step by step, not in haste.

PHASE 1: STEP PHASE (PILOT & PROOF OF CONCEPT)

Duration: ~8–12 months 
Geographic Focus: BIADA, Bihta (Patna District) 

The STEP Phase (Structured Transition & Enterprise Pilot) is designed to test, stabilise, and validate the Project Sampada model before expansion.

PHASE 2: STABILISATION & CLUSTER DEEPENING

Duration: 6–12 months 
Geographic Focus: BIADA, Bihta 

This phase focuses on strengthening what works, rather than rapid expansion.

PHASE 3: OPERATOR TRANSITION & ENTREPRENEURSHIP ENABLEMENT

Duration: 6–12 months 
Geographic Focus: BIADA, Bihta and selected locations 

Once operators demonstrate capability and confidence, Project Sampada initiates a guided transition from operators to entrepreneurs.

Duration: Years 2–3 
Geographic Focus: Multiple BIADA complexes across Bihar 

After validation and stabilisation, Project Sampada scales to other agro-climatic zones of Bihar.
